On my PC google downloads are capped to around 600 KB/s and on steam the downloads are around 10 mb/s but keeps starting and stopping. I just bought a new ethernet cord hoping that would help but it had no effect. On my PS5 I get around 200 mb/s download speed and it is using the same Ethernet port on the wall. My download speed is supposed to be around 200 mb/s. Does anyone know how to fix this?

Just for clarity, you have 2 ethernet ports in the wall. The PS5 is connected to one and the PC connected to the other? If so, swap them and see if that makes a difference. This is to rule out the wall ports. -
