error 14 request was blocked (Chrome)

For context, my dad was doing some maintenance on his Windows 10 PC, he has several different antiviruses, clean up software, and browser extensions that are meant for cleaning and doing general maintenance. After doing some maintenance he started getting the error 14 or 15 request was blocked error when trying to access the government’s website. Additionally on a lot of web pages (mainly ecommerce amazon, ebay, etc) only the HTML seems to generate and he has to refresh the page to get the rest of the website to appear. I’ve already looked at how to fix this issue and tried all of the typical “solutions”.

I’ve made sure the date and time are correct
I’ve used a VPN
I’ve disabled all antivirus
I’ve tried going into LAN settings and using a proxy server.
I’ve tried using MS Edge but it’s just the exact same thing.

The only thing I haven’t tried is resetting the browser as he doesn’t want to lose his bookmarks, passwords, etc.

He did tell me that he was messing around with the cookies or something, tbh I don’t know he has done in total.

Having more than one AV or Firewall installed on your computer is bad, it will slow down the computer, cause internet connection problems and leave you with no AV protection at all if they cancel each other out as they fight for resources.

Windows 8, 8.1, 10 and 11 come with an improved Windows Defender, it offers the same real-time anti-virus/anti-malware protection as Microsoft Security Essentials. Windows Defender also shares the same malware signature definitions as Microsoft Security Essentials, and Forefront Endpoint Protection. Technically, Microsoft Security Essentials has not been renamed Windows Defender, or combined with it in Windows 8, 8.1, 10 and 11.
If any AV product that you have is a paid for version you should always make sure that you have a copy of the product key kept somewhere safe just in case you ever wish to reinstall it.

If you stick with only Windows Defender, once any other AV has been correctly uninstalled, check to see if Windows Defender has auto enabled and allow it to update and carry out a full scan of your computer.

Once done, restart, test by using the computer as you normally, post back with an update when you are ready.
