Why not try another browser temporarily and see if the issue persists, say Firefox or Opera.

Tried uninstalling and reinstalling Google Toolbar - no change.
Tried disabling the addons that were enabled inc. Java - no change - so enabled them again.
Java is up to date.
Tried Firefox - the Googlebar Lite Toolbar works OK. (As far as I know there is no actual Google Toolbar for Firefox??)Comment

Donβt install Optional updates. The one you posted you installed in # 6 is to be avoided
Avoid yesterdayβs βpreviewβ patches, including KB 3197869 and 3197875 @ AskWoody
Basically, installing an optional update which is a βpreviewβ of what is to come, makes you a Beta tester for MS.
My four Windows 7 computers have lots of optional updates Iβve never chosen to install.
You might also try KB 3197867 which is a bundled Security Only update. It includes 8 security fixes outlined here
November 2016 Security Only Quality Update for Windows 7 SP1 and Windows Server 2008 R2 SP1 - Microsoft Support
and the 64 bit version is 88MB in size.
KB3197868 weighs in at 134MB. MS doesnβt specify what those 46 MB of extra updates consist of.Comment

(1) Should I uninstall KB3197869?
(2) Then install KB3197867?
(3) Should I always avoid optional updates?

If it were my computer, yes Iβd uninstall 3197869 because in a week or two, MS will offer it with the bugs fixed. After uninstalling, reboot even if you are not told to do so.
Again, I rarely install optional updates. Now that things are bundled, I certainly will never install any optional update bundle.Comment

Thanks again, but what about KB3197867? Or is this an optional update?
Also, although my PC said that KB3197868 failed, I actually noticed from the installed list of updates, that it had installed - should I uninstall this as well as KB3197869?

I uninstalled KB3197869 - rebooted - problem still exists.
I uninstalled KB3197868 - rebooted - problem solved. !! Drop down menu working. (Still donβt really know what the problem was?)
Can we keep this posting open for a while, so I can see what happens on next update?

You might want to try installing the Nov. Security Only update and see if that works.
Well forget that idea. I went to the catalog to get you a link and was told there is nothing like that

I tried different variations with kb changed to KB, a space between and no kb at all but I canβt get any download.
Then I searched for November 2016 updates for Windows 7. I got 5 pages of results - most of them drivers but no Security Only bundle.
Donβt install any βPreviewβ unless you want to be a Beta tester for MS. Those are found in the Optional Updates when you check for Updates. So Decemberβs bundle will be previewed in November. MS will watch for bugs then fix them, maybe, and offer it as Important Quality Bundle in December.

Hi,
Installed latest available updates today (20/12) and all seems to be fine.( i.e. drop down list working after reboot.)
If we can keep this open until the next update, that would be great.
If all is well after next update then I think we can close. Iβll keep in touch.
