    Minimum Processor State questions

Good morning. I’m not sure if this is the right section of the forum for this topic, but here goes.
In short, I was having a problem where the CPU Fan was accelerating and decelerating very frequently even when not under load.
First I looked for solutions to reduce the temperature and came up with the idea of lowering the Minimum Processor State, believing in the idea that this will take away the constant load on the CPU when simply browsing or watching a video on YouTube. It was by default at 100% on my power plan.
I lowered it to 70% and then 50% and honestly, I don’t know if it was a placebo, but it seemed like the fan speed fluctuation decreased. But it still didn’t solve the problem. So I went to the root of the problem and changed the fan curve to a more gradual one on the BIOS, and apparently this resolved or at least greatly mitigated the problem. The big question now comes back to the Processor State.
I want to avoid the paranoia of thinking that the CPU is heating up because it is at 100% or losing FPS in games because it is at 50%.
Realistically, is there any noticeable difference in temperature from leaving at 100%? And is there any significant loss in performance in leaving it at, for example, 50%?
Below are the PC settings, in case it is relevant to anything.

Did you get temperature readings from the CPU?
Was there dust build up in the heatsink or fan blades?
