    For some reason showing the Microsoft link as Redirected which gives a way to maybe enable it.

    Do not forget to try a different login user account.

                as a work-around until a permanent fix is found, you could just run ctfmon.exe every time you start the PC.
                something like this.

                create a .bat file with these commands;
                @echo off
                start C:\Windows\System32\ctfmon.exe
                and place a shortcut to that .bat file into C:\Users\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup

                that way, each time Windows starts, it’ll run that batch file and start ctfmon for you.

                    We could also attempt a SFC and see if that corrects it. Could be that the file is corrupted.
