I have tried changing permissions to everyone and on full access even though im the admin but nothing has worked

Why are you needing to give full access to everyone?
You have post on a tech assistance forum asking for help but have provided zero information about your computer or it`s hardware, this makes it impossible for anyone to even hazard a guess as to what is going on.
Please provide information about your computer, is it a custom build or brand name such as Dell or HP, if a brand name, provide the model name or series number (not serial) if a custom build post the brand and model name or number for the original and any replacement CPU, MB, the RAM (including the amount) add on video card if one is used and the PSU (power supply unit) providing these details will enable folk to better assist you. -
As when i run netsh int ip reset into cmd it will say access is denied but when i give full access it doesnt give an error message anymore but i need to restart to complete that cmd command but when i restart my pc the checkbox that gave full access permission has gone.

The users are Administrators and not Standard users?
Make sure that you are also using the Administrator Command Prompt.
Have also seen issues with network that have the DNS servers using google and or any other such.
What specific network issues are you attempting to correct?
Another thing you may want to look into is low disk space for the C drive. About 30-35 % available plus for windows to run properly plus 32 GB available for Windows to update. Then there is also reserved around 7-10 GB. The less space the harder the drive has to work to store data including temp files that they system uses for the program running on you C drive.

Basically when i try to run rockstar launcher ( launches GTA V) it gives a specific error message and i worked out it the solution was to type in βnetsh int ip resetβ in command prompt but for that I need Full access permissions in this registry key HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Nsi{eb004a00-9b1a-11d4-9123-0050047759bc} with sub folder 26. But for some reason whenever i Check the box and run the cmd command again it works but then i need to reboot my PC to finsh the rest of the command in the cmd but the thing is my permissions i changed in the registry sub folder has reverted to Read only therefore the cmd ip reset doesnt actually work and then itβs just an infinite loop of that.Comment

Remove the game with Geekuninstaller under your account.
Reboot the computer..
Enable the Admin account on this machine and see if you are able to Install and launch the game from there.Comment
