Dell 5515 BIOS upgrade fails due to not room in EFS partition. I donβt understand this stuff but read that is allocated to something called UEFI used to boot the laptop. I can see 97MB of the 100MB partition is used. Windows Disk manager will only shrink C: form the right whereas I need an unallocated partition to the left. Iβve tried windows tools and free versions of partition tools but none will allow me to shrink Windows C from the left, or create an unallocated partition and move that next to the UEFI partition so I can expand that.

moving a partition βfrom the leftβ requires ALL data on the partition to be moved so that the proceeding partition can then be expanded.
not something Windows Disk Manager can do, as you have discovered.
I bought EaseUS Partition Master many years ago and use that for the few times I need to play around with partitions - but even it will have to move all your GBβs of system and personal files to make room.
