I have disabled NET framework but it still will not install

Is Premium version set as your default AV or Norton? Yes Norton can be the cause as well.
As MB is the paid version then you’ll need to disable the startup setting I mentioned as well as the other suggestions & restart the PC.

not sure but I think its Norton, now to find out how to disable Norton, by the way each time I start the PC I get the “updates are being installed” message

Norton is notorious for being extremely difficult to disable & many have found that uninstalling is needed to stop it from interfering with updates. I would recommend disabling all protection including their self protection/temper protection setting to see if this allows the updates, if not then use Revo Uninstaller to cleanly remove Norton or their removal tool.

I did not have to disable Norton it suddenly just worked, should I enable net framework now or not?
