That suggests that an upgrade was tried as opposed to a clean install.

Try again but this time run it as Administrator and make sure that any options that you click are not for upgrading, this will just keep all the rubbish that is on the drive and won`t work in any event if the present installation is corrupt.

Change the boot sequence in the BIOS so that when restarted the notebook will boot from USB.

Insert the USB ISO in a black USB 2.0 port.

Restart the notebook and follow the on screen instructions.

I entered Bios. It had a side bar note that to boot to usb, I was to go to the Advanced tab >> and disable Fast Bios Mode. After that, I went back to the Boot tab. There were no new options given, so I saved changes and exited. It continued booting up, but never went to the usb. It opened up to desktop.

I have tried a few times in the bios, changing one or two things, but the option to boot up to the usb was never offered for me to select. I never could get it to boot to usb.

Was there an option called External Hard Drives.

Did you try the two steps below - note the below in blue in particular;
[ul]
[li]If this continues to fail, then the media is not properly configured to be bootable. Contact the publisher of the media.[/li][/ul]

[ol]
[li][HEADING=3]Load the boot menu by pressing F10 as the computer is booting.[/HEADING][/li]Press the Power button to turn on the computer, and then immediately and repeatedly press F10 until the menu appears.
[ul]
[li]If this fails and the computer boots normally to windows instead of to your bootable media, then repeat the previous steps. As an alternative to repeatedly pressing F10, you can also try immediately pressing and holding F10 instead until the menu appears.[/li][li]If this continues to fail, then the media is not properly configured to be bootable. Contact the publisher of the media.[/li][/ul]
[li][HEADING=3]Select the boot device.[/HEADING][/li]Navigate with the up and down arrows, and make your selection with Enter. To boot Windows normally, choose Windows Boot Manager. Other boot device names will vary, but will most often be listed with the name of the hardware device or the OS.
[/ol]

I have tried several things in BIOs. I wound up twice in Recovery Mode. I ask that you close out this post. I will take the laptop to a computer shop and have them repair it if they can. Thank you for your every effort to help me.
