I recently received a laptop that was never upgraded from Win 8. I need to upgrade it to Win 10 at least. My first question is: Do I have to upgrade to Win 8.1 first?

Had a problem. Used the link you posted and tried the Media Creation Tool. Everything seemed to go well until it was ready to install. It had finished step 9, and this notice popped up:
Modern Setup Host
Modern Setup Host has stopped working.
A problem has caused the program to stop working correctly.
Windows will close the program and notify you if a solution is available. -

Best course of action is to get yourself a couple of thumbdrives, one a small capacity one that you can save the system drivers to and one around 16GB that you can download yourself a free Windows 10 ISO from Microsoft.
Post back when you have the thumbdrives and we will provide the rest of the info that you need, we will need to know the brand and model name or number of the computer so that we can find the drivers for you.Comment

Let`s try a quick way first (it worked for me going 8.1 to 10).
Create a new system restore point.
Make sure that you have the present Windows key written down an kept safe, this in case you get asked for it which you shouldn`t.
Insert the USB ISO into a USB 2.0 port, open the contents.
Bottom of the list of contents should be setup
Right click on and then open setup
Follow the on screen instructions to install Windows 10
Once Windows 10 has been installed, try just installing the chipset drivers then restarting the computer to see what is working using Windows own drivers.
