Magic Command Needed to Gain Access to Win 8.1's 'Themes/'Palette'.

I’m running Office 2003 on my Win 8.1 pro PC. Lately I’ve been wanting to lighten the background page colour in Word from a light grey to a lighter shade still, but can’t figure (or remember) how to do this in ‘Personalise’. Yes, I have a couple of saved Themes in there, but it appears to make the above minor change, I’ve got to start right over again - in other words sling out a whole bathtub of babies with the bathwater, which seem entirely OTT.

Now in order to access the ‘palette’ (for want of a better term) there EXISTS a wonderfully simple way of doing this via the ‘Run’ command in the Start menu. This offers up a wide range of options - colour tones that affect desktop background colours, active/inactive windows, plus a colour palette etc etc. None of this seems to appear in Settings/Personalisation.

But now here’s the problem as far the as Run option goes: the word/command itself - in typical Windows counterintuitive fashion - has a musical connoctation. . . like ‘melody’ or ‘chorus’. Unhappily, it’s neither these two, or anything else I’ve tried. Worse still, I can no longer remember the original command, despite using it several times two or three months’ ago. So I would extremely grateful if anyone can help me out here.

PS. I have exhausted various options via 'Personalision/ Themes/ Display/Ease of Access etc. I’ve also Googled the issue. . . but oh gawd. . .

    Many thanks.

Update: I’ve since realised that the command is actually “accent” (minus quotes), and that it’s supposed to be typed in “Search” - not “Run”!

Ps. This option doesn’t apply with High-Contrast themes, apparently.

sorry, I’m on Office 2016 and in that it’s as simple as Design (in the Menu Bar) then Page Colour (in the Ribbon).
I don’t have access to any PC’s running Office 2003.
