How to change target file when opening File Explorer and pin in to the Taskbar?

I answered the last questions someone had about what my computer does, and I thought as I answered, that person or others would ask some more clarifying questions or give me some other possible solutions. I haven’t heard back from anyone, so the only update is, everything is still the same and I’m still stuck about where I was when I first wrote.
