System problem during startup (Windows 10)

Hey everyone, I have a problem with my system.

My system is Windows 10 (latest update). I have an SSD and HDD disks - the system is on a 480 GB SSD, the disk is functional and half empty. I have 16 GB of RAM and a GTX 1060.

I have a problem when I start my computer (both restart/shutdown - this problem does not occur when I do a shutdown and then restart). When I start the computer, the desktop is unavailable, there are no icons and my cursor is an hourglass. After a few minutes, the icons will appear and you can use it normally. I see that my windows is unstable, every time I run Firefox there is no response, after a few minutes it is available and can be used. Sometimes when I want to delete a file or folder it takes a very long time, causing hangs.

I tried all the tools related to my problem but nothing helped, I searched on YouTube and various forums.

If the computer is a desktop can you post the brand and model name or number of the power supply (PSU).

Download then run Speccy ( free ) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.

Couple of obvious problems there but before anything else we need the PSU information that was also requested, not quite sure how you missed it when it is highlighted in bright red

Can you also post the brand and model name or number of the RAM.

Can I ask that you do not quote every reply as we have to read the full post to make sure nothing gets missed, thanks.

The RAM is all good but the PSU not so good as it is rated as – Tier E β€’ Avoid

Back to Speccy;
Antivirus
ESET Security
Antivirus: Enabled
Company Name: ESET
Product Version: 17.0.16.0
Virus Signature Database: Up to date
Windows Defender
Antivirus: Enabled
Virus Signature Database: Up to date

Having more than one AV or Firewall installed on your computer is bad, it will slow down the computer, cause internet connection problems and leave you with no AV protection at all if they cancel each other out as they fight for resources.

Windows 8, 8.1, 10 and 11 come with an improved Windows Defender, it offers the same real-time anti-virus/anti-malware protection as Microsoft Security Essentials. Windows Defender also shares the same malware signature definitions as Microsoft Security Essentials, and Forefront Endpoint Protection. Technically, Microsoft Security Essentials has not been renamed Windows Defender, or combined with it in Windows 8, 8.1, 10 and 11.

If any AV product that you have is a paid for version you should always make sure that you have a copy of the product key kept somewhere safe just in case you ever wish to reinstall it.

ESET removal info here

Once ESET has been correctly uninstalled, restart the computer and check to see if Windows Defender has auto enabled and allow it to update and carry out a full scan of your computer.

Once done, restart, test by using the computer as you normally would, post back with an update when you are ready.

Problem unsolved, turning off Antivirus did not help.

When I start my PC in secure boot, everything is fine.

To confirm, as long as Secure Boot is enabled, your PC runs fine?
Any reason you want Secure Boot disabled?

The problem is not with the Antivirus. Even when I turn it on, the problem still occurs. It’s probably something wrong with my W10 system, maybe I need to reinstall it?

Did you disable ESET or uninstall it?

You could always try Reset this PC, keeping your personal files as a quick test.
Big hammer would be a completely fresh re-install of Win10, using the Windows Media Creation Tool to make a bootable USB stick.
Use that stick to boot the PC from, with the PC disconnected from the network.
Then install your mobo drivers before reconnecting to the internet.
