My pc screen is stuck on my motherboard screen

A few days ago I was having issues with my pc. I decided to factory reset it. After trying that I found out that I needed gb in order to reset everything. After I deleted some files I managed to factory reset it, but ever since doing that I stuck on my MSI motherboard screen, and at the bottom of that screen is a little loading circle which every so often loads for a while, and then restarts on its own. This process continuously repeats. At first I thought it might have been my hdd. I ended up buying a new hdd and replacing the old one with the new one, to find out that the hdd wasn’t the issue. How can I fix this problem.

Any new drive will need to have Windows and the system drivers installed to it.

Do you have Windows media to be able to clean install it.

product keys are stored on Microsoft Servers.
when you reload Windows, it will automatically re-activate once it detects the network.
