Borderless Fullscreen Help

Hi whenever I try to play a borderless fullscreen game, I get this weird thing when the game pop into desktop for 1ms and goes back to the game and happens everytime I press click, also the taskbar pops up in game. I tried reinstalling windows, new ram, new gpu, all kinds of settings, sfc /scannow in cmd and DISM.

is it only happening in that one game, or any you try to go fullscreen borderless?

Does the issue persist in Windowed v.s borderless or while using fullscreen?
