PC stuttering and lagging with normal work but not lagging when gaming

I recently built a Gaming pc and it stutters and lags when do simple day to day tasks like watching youtube or just browsing the internet, it occurs randomly like twice a day and i cannot find its cause. This does not occur when gaming and frame rates are perfectly fine. I have installed all the latest driver updates, chipset drivers and bios updates.

Solutions i have tried;

Reseating the RAM.

DDU and re installed drivers.

Specs;

Ryzen 5600X

Msi b450m pro VDH-max

Corsair vengeance rs 16gb (dual channel)

Sapphire pulse rx6600

Adata 500gb m.2 SSD

gamdias astrape p1 750 gold power supply
