give us all the PC specs you can?
    PC make/model for starters.

during startup, have you tried getting into BIOS by the usually culprits = F2, Del, ESC, Tab, F10?

where is it getting stuck, on the Windows logo splash screen?
as the PC starts up, hold in the power button to force a shut down - as it’s starting.
do that about three times and it will prompt you with something like β€œplease wait while we try some things” and it’ll take you to the Advanced Startup Options (ASO) menu.
from there you can try reloading a Restore Point, starting in Safe Mode, or even Repair Windows.

Clear CMOS headerThis header allows you to clear the CMOS RTC RAM data of the system setupinformation such as date, time, and system passwords. To erase the RTC RAM:1. Turn OFF the computer and unplug the power cord.
          2. Use a metal object such as a screwdriver to short the two pins.
          3. Plug the power cord and turn ON the computer.
          4. Hold down the DEL key during the boot process and enter BIOS setup to reenter data
.If the steps above do not help, remove the onboard battery and short the two pins again toclear the CMOS RTC RAM data.
After clearing the CMOS, reinstall the battery.
RTC pins located on page 1-1 here https://dlcdnets.asus.com/pub/ASUS/m...ME%20B550-PLUS

                    Is a cpu problem.
Are you sure the cpu is seated correctly.
Reseat and re thermal paste cpu.
                    Remove graphics card.
                    Reset RTC as above.
                    Test
NB This cpu needs bios version 1401.

Also check that the cpu fan is plugged into the cpu fan header on the MB

TO add to what has been stated.

Make and model of the PSU.

For the GPU that you have should be a gold or better.

How much thermal paste are you using?

No offence you are removing the thin plastic layer off the CPU?
