Windows 10 PC Microstuttering

I turned on my PC this evening to find it microstuttering every few seconds, especially when I am moving my mouse. I have tried restarting several times, updated windows, and checked that my graphics drivers were up to date. The stuttering seems to briefly pause while not moving my mouse, and when resizing a window. I tried starting the PC in safe mode and it did not stutter. I’ve been troubleshooting for over an hour and would appreciate some help.
