Your C: drive is low on space, youโll want at least 25-30% free space for any update files and temporary files. Try freeing up space and moving files over to your D: drive.
For future reference, Windows should be on a 250GB drive at the least, Iโd recommend a 500GB drive since theyโre so affordable nowadays.

I think this problem is caused by my internet provider but I still am not sure but I am connected to the 8.8.8.8 dns and itโs just straight up dead and not responding
Depending on the amount of space you have we could try to correct some of the corruption that has been caused by the lack of space on the C drive by repairing windows.
I would do a network reset on the system and see how things go.
Go into Setting
Select Network and Internet
Make sure you are under Status in the left
On the Right scroll down and select Network Reset
Read the information and then select Reset Now
Select Yes for the network to be reset and the system to reboot.
The rest before the system reboots may take a few minutes.
Might also try rebooting the modem and router. This will clear the buffer and sometimes help.
Then test speeds and see if that helps with the stuttering.
Then post another specy report.
There are several things that we can do to see if it clears up. Not really seeing that there is a ISP issue more like a misconfiguration yet not ruling out a possible ISP issue.
As the title states
I can surf the internet, but cant connect to any game servers.
I did a window repair as well as reseted my network for the windows repair I used the CMD command and it said it fixed some corrupted files so hopefully it really did and my problem is solved I still donโt know as of now Iโll see in a bit
Partition 1
Partition ID: Disk #1, Partition #1
Disk Letter: C: File System: NTFS
Volume Serial Number: 80F52926
Size: 111 GB
Used Space: 97 GB (87%)
[COLOR=rgb(184, 49, 47)]Free Space: 13.3 GB (13%)
Your C drive is STILL to full to work effectively.
Windows requires on average 30% to 35% free space including 32 GB free space for updates.
7-10 GB reserved for future proofing on the C drive.
This is not including and limited to what the system uses for backups, swap page and hibernate files.
Otherwise, files will not be saved or corrupted and windows will s=cease to end which is why you were also informed to get a BIGGER C drive to install windows on. Updates and security will not happen, and you will have a vulnerable system.

are you stating the issue is solved or you are unsure that is solved.
I am still unsure if it is fixed but it is looking good Iโm looking for files I could remove or put in another disk but over all it is looking better
