Can't boot to recovery mode

Hi I was uptading my laptop when suddenly “undoing changes made to your computer” text. I left it overnight and it’s still on that screen. I tried to boot into advanced boot options by press f8 but when i do that blue bar appears for a second and nothing happens. Any way to fix this?

F8 does not work with windows 10
Turn off
turn on as soon as you see first splash screen turn off
Repeat 4-5 times to enter safe mode

It isn’t working.

Then download the windows 10 tool – Minimum 8gig USB required
Download Windows 10
This will delete all the data on the usb
Boot from the usb
At the second screen Click on Repair on the bottom left of this screen
