The problem with E was it the missing colon?

No I didn’t put in the colon on E the first time.
All your instructions were clear, It downloaded winPE and burned it on a dvd no problem.
It was my fault for not putting the colon.

Could I ask you how come it works doing it this way and won’t work the normal way?

To be honest - No idea
Could be an issue with usb disk size.
Try booting from an 8gig or a 4gig is the only way to test
