    If you reinstalled windows without any internet available it would have setup a local account. (also called offline account)
    This means you do not need internet access to access the computer

      For some reason after I reinstalled Windows it still kept my old account that I’m locked out of.

        Does not make sense for a clean install.
        Was it a compete clean install.
        Did you format the hdd.

            what process did you use for the clean install of Windows?
            do you have the Windows image on a USB stick and double clicked the setup.exe file to start the process?
            or did you use the USB stick to boot from, and Windows started the install process automatically as the USB stick was the primary boot device?

            the later is better as it allows you to manually delete all the current partitions, effectively wiping all previous Windows files.

                Was there a possible power surge or electrical storm?

                Linux should have recognized the onboard NIC and or the Card NIC that was installed.

                Durning the install of window did it see the NIC, or did it also tell you no network found?

                Is this a prefabricated or you built system?

                  Does not make much sense to me. If you cleaned installed I do not know how your old login info could still be active.
                  I think the best option is to do a new install.
                  I also think we should use diskpart to clean the drive.
                  This will delete all data on the drive.
                  If you wish to try this let me know and I will give you the procedure
                  Also we will make sure you setup an offline account (local account) - No internet needed.

                    No there was no power surge or storm. No it didn’t see the NIC, it said no network found. I built this PC from scratch.

                      This will also set the drive to GPT the prefered for UEFI
                      if you want MBR change step 5 to MBR
                      NB this will wipe all data from the drive
                      Boot from Win 10 install usb
                      When you get to the startup screen (pic attached)
                      Press Shift + F10 key
                      you should get a X:> prompt

                      [COLOR=rgb(243, 121, 52)]Select disk n [COLOR=rgb(65, 168, 95)]enter (n=the disk you wish to convert)
                      [COLOR=rgb(243, 121, 52)]clean [COLOR=rgb(65, 168, 95)]enter

                      Continue with the install.
                      Because you do not have internet (disconnect cable just incase new card picks up)
                      It will let you set up a local account
