    My PC is dying maybe?

I have a Gigabyte AB350M HD3 and I havenโ€™t updated my bios in like four years because I didnโ€™t find any reason to but my CPU started underclocking out of nowhere (Ryzen 5 1600) so I thought maybe itโ€™s a system instability issue and I wanted to update then so I update to F20 from F10 and I couldnโ€™t start my PC for a long time so I removed the CMOS and replaced it with a new one it solved getting past the bios screen but then I couldnโ€™t get into windows so I wanted to install a fresh copy of windows out of a flash drive but the pc is stuck in some kind of a booting loop whenever the installation starts and the windows logo pops out, the pc restarts on its own and I donโ€™t know whatโ€™s the problem if somebody can help me I would very grateful thank you.

make it on a bootable stick with Fat32 and use USB2 to install fresh Windows.
    Reseat the battery
Only update BIOS if you need too.

did you go into your BIOS and set the boot sequence to USB stick first? Most come stock with HDD first/cd rom/usb in order. Change that to USB first boot

Sorry for the late reply, I almost given up hope and thought of taking my PC to the service center. When I try to do that my usb device is not detected for some reason and I can only override my Boot to get to windows installation. Any tips for that?
