Hi yes I’m always logged on as admin I’ve reset my pc but kept files do you think this would sort

If you getting access denied then either you’re not using powershell/cmd prompt with admin or your not logged in with an admin account.
The in-place repair would be the next step. This usually corrects many Windows problems without losing programs or files.
