As a last resort, you could format your PC and see if that corrects it. Provided you have everything backed up.
What is your MB without a hdmi or something? It has a 980Ti so should be Modern. The built in GPU would be on your CPU if equipped and not your MB. The MB should just a graphics interface out. Agree it might be GPU
