Input delay out of no where, hard for competitive gaming

This has been happening for about a month and a half now, though it went away for about a week. The week it went away I installed an update for my computer. Since then I’ve installed nothing, but the issue came back. There is even posts about it dating back to 2015 with this issue, all having no solutions. I’ve contacted support for many different companies and none of the solutions have done anything. I’ve clean installed my drivers, revert my windows updates, reinstalled a lot of my applications. I have the Sceptre M27 monitor running at 185hz, and another 60hz dell monitor. The dell monitor is 1920x1200 and the Sceptre monitor is 1920x1080. I have nothing else to do and am willing to do literally anything. I also have the latest bios for my motherboard and all my drivers and windows updates are up to date. I have tried setting the Sceptre monitor to a lower refresh rate, didn’t change anything

    Heres what I have done

    -DDU

    -Keep my Files reset

    -Updated windows

    -Moved outlets

-Turned off Game DVR and mouse acceleration

-Ran msi AB didn’t find any bad results

-Tried the dynamictick thing didnt work

-mouse is running on 500hz, 1000hz doesnt change anything

I have done the keep my files reset. Didn’t work. Is this a hardware issue and something I have to do with my build? Game DVR and all that bs is disabled. I am trying to post this in as many places as I can so I can get a variety of things to try

I have also tried TronScript to see if that would work. It did not, I don’t have any other PC to test my GPU with. I have yet to do a fresh windows install because I am trying everything I can. Every other person who has had this issue has reset windows and it did not fix it for them. None of the forums have an absolute answer.

    Specs:

    Ryzen 5 3600x

    RX 570 4gb running at 1320mhz

    Asrock steel legend b450m

    Corsair Vengeance 16gb 3200mhz

    250gb Crucial SSD (Windows 10)

    1tb WD HD

      what is the actual problem?
something to do with the mouse or the monitor from your descriptions.
or is the PC overall slow?

The problem was my graphics card, it was overheating. I have sent it in for an RMA. Changing the graphics card solved the problem.
