I have problems with my windows, i cant download programs that isnt in microsoft store and more i am very limited, i am the administrator of the pc if thats helps, everytime i try to download some apps like βspeedfan or other programsβ i get a microsoft window where is says that i cant download programs outside microsoft store, i have also problems with that i cant change background picture and lots of other things.

is the PC on a Domain?
are there Group Policies in place?
have you installed and ran any tweaking programs - like O&Oβs ShutUp10 can have this effect?
have you created and tried from another Admin account to see if it is still there?
log into the PC with a username name of PC nameadministrator account userid and see how you go.Comment

From the sounds of it S mode setting have been activated.
Windows 10 in S mode is a version of Windows 10 thatβs streamlined for security and performance, while providing a familiar Windows experience. To increase security, it allows only apps from the Microsoft Store, and requires Microsoft Edge for safe browsing.
You can check whether youβre using S Mode by going to Settings
Then System
Select About
On the About page, scroll down to the βWindows Specificationsβ section.
If you see the words βin S modeβ to the right the Edition entry, youβre using an S Mode PC.
In order for this to be done it has to be done manually it is not something that just happens.Comment

to check for a Domain, go to Control Panel, System, 3rd group down in the Computer name, domain and workgroup settings section, if it says Workgroup: WORKGROUP then you arenβt part of a domain.
where did the PC come from; retail shop, home, business, 2nd hand, custom built etc?
right click the Start button, click Command Prompt (Admin), does it ask for a password to be entered?
did you try logging on as another user?Comment

That is why I never trust EBay it may be an OK copy or it may be a forged copy.
