Frame skipping on desktop

Hey all, So recently in games, VR, and just on the desktop, I get a frame skip every 2 seconds. I’ll move my mouse and when the frame skip happens it jumps further ahead. Watching videos on youtube will have the frame skip and so on. I’ve reinstalled windows to see if maybe something had been installed to cause this but to no avail. I updated my BIOS and graphics card driver as well. I’m kind of at a complete loss here as I’m no expert, so any help would be greatly appreciated! Thank you for your time.

In your control panel..go to your mouse properties selection there and under pointer options..un check the Enhance pointer precision and see if that helps.

Thank you for your response, but the frame skipping isn’t just with the mouse, its with the entire PC it’s self, like with videos and games as well
