Motherboards remember

Hello, newbie here.

Backstory first then straight to the issue.

Friend of mine approached me to build him a gaming PC. After much debating he gave me a list had everything delivered to mine and I got on and built it.
Specs below:

Intel Core i7-8700K
MSI GeForce RTX 2080
M.2 SSD
sandisk SSD
AIO cooler and some fans in a nice little corsair case.

Looks good, but,

From what he told me a windows update was being carried out and once it restarted and carried on updating it got stuck at ‘Please wait, 35% updating’ (along those lines)
But always 35%.
So after getting the same result I produce a media USB tried to boot in safe mode. Fail
So if I cant load windows, or even boot into safe mode I tried repair disk, start up repair. Fail
Ok, screw it, delete everything start from fresh. CMD - Clean disks.
Ok install windows. Fail.
WHAT?
Reformat the drives. then reinstall… FAIL
Maybe this is a disk issue. Brand new M.2 SSD swapped in.
Install Windows - Complete. Finally. Restart.
Please wait 35%…

Youve got to be kidding me.
This motherboard has remembered.

Has anyone had this experience and has anyone got a clue what this phantom board is doing?

I tried resetting the motherboard by taking out the battery, waiting 10 mins.
removed all the SSDs
removed GPU (need access to M.2)

So apart from snapping the board in half I cant find a fix…

Have you tried resetting the update components?
Open cmd prompt/powershell with admin & enter:
net stop wuauserv
net stop cryptSvc
net stop bits
ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
ren C:\Windows\System32\catroot2 Catroot2.old
net start wuauserv
net start cryptSvc
net start bits

Restart the PC & try updating again.
If this fails/doesn’t correct the problem then click start, run, type regedit & click enter & find: HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Win dows\WindowsUpdate
Try deleting the entries WUServer and WIStatusServer in the right pane if they’re there, if not don’t worry.

Also try:
To reset the installation:
Press Windows key + E & enter [ICODE]C:\$GetCurrent[/ICODE] into the address bar & click enter.
Click the view tab to show hidden folders.
Hold down Ctrl key & click & drag the Media folder onto the desktop this will create a copy of this folder.
Restart the PC.
Launch file explorer again with Win key + E & do the same as above to move the Media folder back to [ICODE]C:\$GetCurrent[/ICODE] folder.
Finally open the Media folder & double-click the setup file.
At the ‘Get important updates’ screen choose ‘not right now’ & click Next & continue to follow the instructions.

We are missing the requested PSU details which are important

Before attempting to boot from the USB device did you first of all disable secure boot in the BIOS.

Was the USB device inserted into one of the black USB 2.0 ports and not the faster blue USB 3.0 ports.

You mentioned in your OP that you removed the GPU, did you try installing Windows with the GPU out of the board and the screen connected to the appropriate video port on the MB, if not, give it a try.

Can I ask that you do not quote every reply, it really does not help any and just makes for unnecessary reading, thanks.

Sorry for the delay. This lockdown is crazy.
Ok so I tried Bastet (thank you again) suggestions in Cmd but to no avail.
So after trying these suggestions I completely ripped apart and rebuilt the rig. No luck.
I thought that maybe booting from the SSD via sata would work meaning the M.2 SSD was damaged or infected. Again no luck.
Tried with a fresh out the box SSD M.2 and then a fresh HDD I had. No luck. The farthest I got with the boot up is getting devices ready 100% - then getting devices ready -freeze.

I tried connecting the SSD to my rig to try and clear it so at least the drives would be clean but I kept getting ‘request failed because of I/O error’.
After googling everyone was saying that this is from a physical error (connector or damage).
So I’m baffled.
Clearly the disks have no effect on the boot at this point. Something else on the board is remembering a state which is colliding with a clean install. Right now my only other thought is it could be the CPU.
