Good that you have changed to Chrome and you are welcome for the RAM & SSD information
Task Manager looks a lot better but I did notice the presence of Norton, see attachment below;
Any improvement in performance?Comment

I uninstalled Norton. This is how my task manager looks when I am on a minecraft server. My power usage goes from high to very high. I still get really bad lag spikes when I play minecraft. However, if I downgrade to 1.8.8 and lower my settings in the game, the lag spikes arenβt as crazy. I donβt want to have to do this though, I am willing to replace a part, I just want it to run smoothly again.Comment

If you wish to continue receiving my help you will need to do as is asked or I will have to ask for someone else to take over.
Nowhere was it mentioned to run Minecraft + your screenshot shows that you have Java installed again so things are back to square oneComment

I downloaded windows 10 edition and it does get way better fps, however its like mixing a console with a pc. The movements feel slower and because of that fighting isnβt as effective as it is on the java edition. I appreciate all your help, its okay if you donβt wanna help me anymore. Iβll most likely buy more ram for the computer, that is what I suspected was the cause of this, and that is what you said as well.Comment

More RAM is not the answer to your problem, getting rid of the resource hog is what we need to do and in this instance Java is the culprit.
What would happen if you added say another 8GB of RAM, as long as Java is on the computer the exact same thing would happen, it would hog most of the first 8GB of RAM and the other 8GB would be left unused.
Not a gamer myself so not much help when it comes to FPS but over the years through helping people I have found that when it comes to online gaming there are two things that hinder gaming, a poor internet connection and browser security plug ins, sort them and you are usually good to go.

Looks like the OP may have disregarded the guidance that adding more RAM was not the answer so the following post for the record;
