    Mouse cursor is messed up

Hey guys, Iโ€™m having an extrmely frustrating issue. My mouse cursor keeps screwing up. It works fine for a few hours, or even a day, but usually within a day or two it will mess up. It starts glitching around a little, the cursor changes icons when itโ€™s not supposed to and disappears, the cursor turns into a colored line. Sometimes, for example, when I move the cursor to the edge of a window in order to drag it and make it bigger, the cursor will get stuck on the drag icon. Nothing seems to fix it but a complete shut down and restart. Iโ€™ve tried updating mouse drivers, updating video card drivers and almost all the other suggestions for fixing a โ€œcorrupted mouse cursorโ€, if thatโ€™s what the problem is. I donโ€™t know. Below is a short video showing the problems Iโ€™m having. Iโ€™m really sorry the video isnโ€™t the highest quality, I made it quickly and I had a stupid fan running next to me so the audio isnโ€™t great. If you listen with headphones you should be able to hear it, if not, you can look at the cursor in the video and see the issue. Please, can anyone help?

    Hereโ€™s the video.

any connection between this happening and some software or hardware change?
does it still do it if you try another mouse?
does it do it in Safe Mode - cause Iโ€™m wondering if itโ€™s a graphics thing and the mouse issue is just how itโ€™s showing itself.
if itโ€™s a wireless mouse, try replacing the batteries and bringing the receiver to the front of the PC.

No hardware changes, Iโ€™m not sure about software. Iโ€™ve added a few games here and there, including game launchers.

This is a brand new computer with high end parts. Iโ€™ve had it about a month, with a RTX 2080 gpu. I havenโ€™t tried it in safe mode, itโ€™s hard to diagnose because the issue just happens randomly, and when it does happen, nothing makes it go away except a restart.

I have tried a different mouse while the problem was happening and it also happened with that mouse too. Iโ€™ve tried both wired and wireless mice when the issue is happening and they both had the issue. Iโ€™ve also tried different USB ports.

which is why Iโ€™m thinking the mouse itself isnโ€™t the cause, just the effect.
does it only happen in a certain game or software.
for example, if you start the PC and only use Word, emails, browser and the like, does it happen?
with Safe Mode only running essential, system, background tasks, that would be my next trouble-shooting tip.
if it doesnโ€™t happen then, Iโ€™d be playing with graphics drivers and even removing the card and running off the mobo graphics.
