I recently bought a second monitor to use on my Windows 10 system. I want to set it up so both monitors work independently of each other so two programs can be displayed at the same time with the second one in portrait mode. I have tried all the settings under βDisplay Settingsβ in the control panel but none of them seem to do what I need. Any suggestions?

See if this helps and can you post a screen shot of what you see in the Display settings screen.
How do you have the second display connected to the computer?
When you press the Windows key + P should give you a list to change to and select Extend.
What shows on the list when you do this?

Are you video drives up to date?
Here is something that you can see if it helps.
Press Windows key + X and click on Device Manager
Click on View and Select Show Hidden Devices
In the list of devices, you should see the Display Adapters
Right click on the device and then select Uninstall
In the uninstall dialog, make sure you select the option to delete the driver package from the system
Click on Action and select Scan for Hardware changes
This will cause the device driver to be reinstalled. Once the driver is installed, Close all windows and restart the computerComment
