Windows loading loop

When starting up my pc it will do everything normally until it comes to the login screen. When it gets up to the load screen it will go back to a green loading screen and back to a blank black screen then to the green loading and then back to the login screen and with loop this way infinitely. I just need help to both know what this is and how to fix it.

Will they system start in Safe Mode or does it still loop even there?

You will need to follow the instruction in from the sign-in screen

One there see if you can do a recovery to a previous date when the system was working.[/COLOR]
