FPS drop on all games until restart!! (Very annoying)

Just recently built my new PC and every time I power up my rig I get low FPS in all games until I reboot the system; and then it works just fine. I need need to restart the OS immediately after every first startup to restore the FPS back to a standard frame rate.

For example when I boot my PC and load Fortnite I get max 40fps but when I restart and load it again I get 140fps??? Unsure if it’s hardware but it sounds more software/operating system issue

I have tried updating my bios to latest version and that dosent seem to change and I have also updated all drivers. Temps are normal as well.
    My Specs are as follows:
    ASUS B350m-a Zotec GTX 1060 3GB Ryzen 5 1500x 550 W PSU 8GB DRR4 ADATA 256 GB SSD 1TB HDD Operating system: windows 10

    Hello

Sounds like a software issue still trying to load. Please post a screen shot of your task manager showing all running programs.

Hi Adam. Have you got your power plan set to β€œHigh performance”?
        Is this system Overclocked?

Yes I do. Also I just notice while running cinebench that my core speed for my cpu is 1.37Ghz and my core voltage is 1.046v??? That sounds low to me. I have tried over clocking but my CPU will not go over 1.55GHz for some reason

That seems very low to me. What are your 12v rail voltages in the Bios.? I will do some more research.

Hi. The base clock speed is 3.5GHz. Voltage seems OK from what I have read.
                  Have you installed the Drivers?
Anything odd showing in device manager?

Sorry, late getting back to you (Time Zones)

thanks for the reply , yes I saw that the base clock speed should be 3.5GHz. Nothing showing up in task manger that seems strange. I think it might a OS issue so I’ve decided to factory reset and wipe all my drivers and reinstall windows 10 to see if the problem persists. Will keep you updated if issue arises. Thanks

Stop Windows 10 auto installing drivers. A must.

                        ouch… too many flashbacks!
I had, what sounds like something way too similar, not too long ago on someone’s PC - and never found the reason.
first boot, very slow gaming, second boot fine and dandy - every time.
we replaced CPU, PSU, mobo and RAM and nothing helped, even reloaded Win10 many times - I KNOW - sounds impossible.
but since the rig had a SSD, the second reboot was done within 20secs so in the end we decided life was too short and left that undesirable characteristic just have it’s day in the sun.

Seems to be going into low power mode on initial boot. Has el cheapo mobo. Really at a loss why this is happening.
One rig I have has Ryzen 5 1600X and not having these issues. I have better Mobo and stronger PSU. I would like to see his 5v rail over than under. I would like to see better Mobo and Bios, and stronger PSU certified.

I have reset the the entire PC , wiped all SSD and HDD reinstalled windows 10 and the problem still persists. Feel like it is worse now when trying to play games.

Have you stopped Windows 10 driver updating as advised?
Have you been to the Motherboard Manufactures website and installed all drivers?
Did you disconnect storage hard drive, and all USB peripherals except Keyboard and mouse, when installing W10?
Did you get a fresh ISO of Windows10?
