Usb devices randomly stop responding, but are still detected by the OS.

Iโ€™m having a weird problem and Iโ€™m not sure if itโ€™s hardware or software related. At random times, all of my USB devices will stop responding. Generally, when this happens, they stop for about 1 or 2 seconds and then resume operation. Windows will make the disconnect/re-connect sound. This is slightly annoying, but I can deal with it. But sometimes they will go into what I like to call the โ€œdeep freezeโ€ and never start back up. This requires me to hard reset. The computer itself does NOT freeze. The USB devices just quit working.
    Code:
During one of these deep freeze episodes, I made some observations. The optical light under the mouse remained on, even though I could not use it. Similarly, the keyboard lights were still on despite me not being able to type or toggle the caps lock, number lock, etc. on. I then took my mouse and tried every port on the back (AND front) of my computer. These are a mixture of USB 2.0 and 3.0 ports. The windows audio notification would sound off and the lights would turn off/re-illuminate upon connecting/disconnecting, but I was never able to use the mouse again until I reset. I also tried connecting a different mouse during this and the same behavior happened.

I'm running on an I7-3770 CPU with a Biostar TZ77XE4 motherboard. The OS is Windows 10. I've tried formatting and reinstalling Windows, but the issue still occurs. I'm not really sure what to do. This computer was expensive when I built it, and I really don't want to replace the components if it's a software issue. Does anyone have any ideas?
EDIT - I just checked Event Viewer and could not find anything off in the administrative logs prior to my forcing a reset.

    Thanks!

since you have reload Windows 10, that would steer you away from a software issue.
so with hardware in your sites, have you disconnect all USB devices to see if the issue still happens.
(obviously with the mouse and k/b removed you canโ€™t do much, but the USB connect/disconnect noise will still happen - or not)

how often does it occur?, hourly?, one or twice a day? if itโ€™s really regular, and you remove all USB devices, the theory is the problem stops, then you reconnect one USB at a time until the issue reappears.

Oddly enough, I have not had it happen again since Iโ€™ve made this post. Itโ€™s very sporadic. Sometimes it will occur quite a bit in a given day and other times it will go on for a while without any occurrence. What I will do, however, is try to keep a different mouse/keyboard connected to make sure that one of them isnโ€™t causing the computer to go flaky. I have a baaaadddd feeling itโ€™s my motherboard, which Iโ€™m praying itโ€™s not.
