can't open program files

Hi, since yesterday I am noticing that there seems to be something wrong with my windows.
I tried opening an epub yesterday with calibre, but it didn’t open. I thought re-installing it would work. But it gave the error saying windows installer couldn’t be found … when i tried to uninstall it.
then I tried opening IDM today, but it said the application was unable to start correctly.
I have already restarted to see if it would go back once I do that. But the same problem occurs.
Other programs also seem to be not responding when I open them. And some open but close immediately i.e when I open it, its process shows up in task manager but immediately exits.
And sometimes it gives WerFault.exe - Application Error.
I tried running malwarebytes but it gave werfault error then mbam error saying application could not start properly.

can’t do that. system restore was turned off and I didn’t know about it till I checked earlier.

Hi, I was able to uninstall the recently installed files through safe mode, cleaned the system with ccleaner and it seems to have worked now.
