windows 7 installed but it looks like windows 10 how do i fix

my brothers pc has been for like the last 2 months. He took it to a shop in our town and they downloaded "windows 10" was charged for windows ten. everything from boot up to just idle screen is exactly what windows 10 looks like but in control panel it is saying windows 7. i have no clue im looking for and what i should do. thanks in advance for any helpful tips or ideas
EDIT : I have tried classic shell and its downloaded but won't open for anything. whilst downloaded i got an error code that said " classic shell failed to register contact support personnel."

His PC specs are
i5-9400
AMD RADEON RX 570
16 GB DDR4 3200
2tb SEAGATE BARRACUDA HDD
600w psu i think ( i forgot and i dont want to dig through his pc)
 
So other can assist let get a speccy report.

Do not forget to post the make and model of the PSU if this is a desktop.

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
 
Can you post a screenshot of where it mentions Windows 7?
If Windows 7 is showing under backup then this is normal as it is a leftover from that OS.
