when you see the Windows splash screen appear, hold in the power button for about 5 seconds, that'll turn the PC off.
turn it back on and repeat the exercise.
do that a few times and you'll eventually see something like "looks like something went wrong, please wait" and it should then take you into the Advanced Startup Options menu.
from there you can troubleshoot with things like Restore Points or Repair Windows or Safe Mode.

and what happened?
did you get into the ASO menu?, what options did you try?
