Win11 has extra hardware requirements that your Win7 machine may not match.
you need a Trusted Platform Module chip on the motherboard, BIOS must be capable of Secure Boot, and at least a Intel Core i3 10th gen CPU (I think).
I've got a Core i3 7th gen in my home PC that stops me getting Win11 on that.

I'm a bit rusty, but you used to be able to freely upgrade from Win7 to Win10 with your current digital license and I think MS still allows it.

Unfortunately the free upgrade to Win 10 has now officially been closed. Unless a user had previously upgraded then it cannot be done.
Windows 11 requires Windows 10 in order to upgrade for free.
