Why does my desktop keep going to the bios screen?

I factory reset it last night because it was running very slow. I left my house to go to the store. When I came back it was on the bios screen. It stayed there for about a half hour then it came to a blue screen and asked me what operating system I wanted it to rub. The only options was windows 10. I clicked on it, and ever since then it's been going back and forth to the bios screen. The screen stays black for a few seconds, then goes to the bio screen. This has been happening over and over again. Or around 16 hours. I tried turning the desktop off and on but it's just doing the same thing.
 
if the motherboard has an internal speaker connected to it, you'll hear beeps when the PCV starts, how many do you hear?
remove the memory sticks, wipe their contacts, brush their circuit boards, and brush the motherboard slot they go in - see if that helps.
if the rig has an add-on graphics card, do the same to it.

if no luck, disconnect the hard drive and see what BIOS does then.
in BIOS what is the boot order?
