What may cause a GPU to power limit throttle its core clock to 300MHz?

The RTX 2070 (Max P variant) in my HP Omen laptop has started power limit throttling to 300MHz on its core clock? Does anyone know what could cause this, I've tried everything to resolve it, it's driving me crazy!

The GPU drivers are up to date, as is the laptop BIOS, Windows etc.
