I cant update i entered the code in the terminal as it shows in screenshot still wont update.

What is the complete error message the may be an issue with the PPA

That command may require the sudu command as well.
 
You can mark this solved. I downloaded 19 Linux Mint again this time updates worked fine, i have no clue why. But it all worked out ok. Can i mark these post,s myself as solved? If so how?
