when you first start the PC, yes, memory usage will spike for a few minutes as background services kick in, do their stuff and drop out.
then there will be times when it'll check for updates (and install them), do maintenance tasks, phone home with telemetry logs, and who knows what else.
then you have MBAM on top of that, again doing updates and checks.

after a few minutes, it should settle down, and that RAM % will be the baseline when the PC is not actively running foreground tasks.

try rebooting into Safe Mode and seeing how memory usage changes.
