I want to turn off "Personalized Menus" so that I get the full drop down menu each time I select a menu (e.g. VIEW, TOOLS etc.). I think it can be done from Start Menu but I can't find where that setting is. Or is it some registry setting?
 
In what program, application, you will have to be more specific can be found under setting or options most of the time.

Some can while other can not.
 
if you are talking about Office, where only the most relevant options are shown based on the document contents and your frequency of using the commands, then clicking the double arrow at the bottom of the drop-down menu will show all the options available, but go back to the short list the next time you use the menu bar.

to permanently show all menu options, go to Tools > Customise > Options tab or View > Customise > Options tab (depends on your Office version) and tick Always show full menus
