Hi , i recently decided to upgrade from my old compuer to a new one. I am currently on a tight budget of 650$. If someone knows the best components i can find , and i need my games to be able to run on 1080p , and if you do not mind , run games on high/max at least 60+ FPS.

What are you currently running, i.e. MB, CPU, GPU, power supply, etc. Most likely, going to require upgrading your GPU which will likely also mean upgrading the CPU, Ram, and MB (it is possible they will work with the new GPU but unlikely if any real age on the components as newer GPUs stop working with older hardware). Other thing to keep in mind is newer games are more demanding than older games. I can play any old game at 1080 with high settings with an old Nvidia 760 but that isn't gonna work with the newer games so when you say you want to be able to play all games in 1080p, you are looking at the cost going up.
