PC Is thermal throttling its intel core i7 770hq, 12 gb ram, 1tb storage and gtx 1050 asus laptop the protochot thing is set to throttle at 85 C and I under volted and everything is there a way to set the protochot to 100?

I don't think you want to set that limit higher as it means the heat load will get to 100C before it starts to throttle.
I'd be more interested in a) why is it hitting 85 and b) finding ways to improve the cooling.

it always stays at 85 when i play counter strike sometimes it goes to 87 but never higher i7 770hq is suppost to be at 100 c i undervolted as well

100 seems way to high to me, especially for a laptop as all that heat has nowhere to go except neighbouring components.
I'd be raising it off the surface it is on as starters and also putting it on one of those fan forced, USB connected, elevated platform stands.
