Other PC Specs - Ryzen 5 3600x, RTX 2060 Super, and 16 gb 3200mhz RAM.

Happens on all games that I play (Fortnite, COD, and GTA) when I drop below 240 fps on 240hz it starts to get choppy and it is choppy all the time on 60hz and on desktop when I am moving my cursor on 60hz monitor. It is not choppy when I watch videos. I tried DDU on both computers. It started happening suddenly in august and it is choppy on any computer I use.
