Stuttering and Frametime spikes RX 5700 XT, how do I solve this? [VIDEO]

This spikes on the frametime graph are the reason why ALL my games feel stuttery.
I've been having this problem since I built my PC around April.
I tried lots of things but none of them worked, does someones have a solution for this?

  • Ryzen 3800X (Now Stock) with NZXT Kraken X73 AIO
  • RX 5700 XT Red Devil (Stock)
  • B450 MSI Gaming Pro Carbon AC
  • HyperX Fury 2x16GB 3600Mhz CL17
  • Thermaltake ToughPower Grand RGB 850W 80 Plus Gold
  • Samsung C27JG5x 1440p 144Hz
My OS and most of my games are in my 500GB 970 Evo Plus. Other games are in my 240GB Kingston SSD.
Some things I tried:
  • I reseted the Bios
  • I tried DDU on the drivers multiple times to make a clean install
  • Installing only drivers without Radeon software
  • I set my CPU back to stock
  • I ran a test for my RAM and no problems were found
  • All my drivers, Windows (V 1909) and BIOS are up to date
  • My Energy Plan is on AMD Ryzen High Performance
  • Game Mode is OFF
  • Gamebar is OFF
  • I'm not using any Bluetooth devices
  • I checked Task Manager and there's nothing strange
  • No other apps are running in the background
  • Freesync is OFF
  • Nahimic Service is OFF
  • All the startup apps are OFF
  • I tried setting my XMP profile to 1, 2 and manually to 3200MHz
  • I tried disabling XMP profile
  • I tried using 2 separate PCI-E cables
  • I tried switching DisplayPort cables
  • I set my PCI-E to 3.0 manually
  • UV/UC my GPU
  • UV my CPU
  • I tried 3 different RX 5700 XT on my PC
  • Disabling ULPS
None of them worked... What else can I do?
 
from the looks of it, your hardware is plenty adequate enough.
so I'm thinking there could be something running that is taking away system resources.
lets try turning off some things and see if that helps.

have you TRIM'd your SSD's?
do you have the pagefile moved off the SSD's?
turned off Restore Points?

they turn off some unneeded Microsoft tasks, but also go into Task Scheduler and see what else can be turned off.

do the same for system services at startup via the msconfig command.

and lastly, get CCleaner or Glary Disk Cleaner and run those.
