This spikes on the frametime graph are the reason why ALL my games feel stuttery.
I've been having this problem since I built my PC around April.
I tried lots of things but none of them worked, does someones have a solution for this?

- Ryzen 3800X (Now Stock) with NZXT Kraken X73 AIO
- RX 5700 XT Red Devil (Stock)
- B450 MSI Gaming Pro Carbon AC
- HyperX Fury 2x16GB 3600Mhz CL17
- Thermaltake ToughPower Grand RGB 850W 80 Plus Gold
- Samsung C27JG5x 1440p 144Hz
Some things I tried:
- I reseted the Bios
- I tried DDU on the drivers multiple times to make a clean install
- Installing only drivers without Radeon software
- I set my CPU back to stock
- I ran a test for my RAM and no problems were found
- All my drivers, Windows (V 1909) and BIOS are up to date
- My Energy Plan is on AMD Ryzen High Performance
- Game Mode is OFF
- Gamebar is OFF
- I'm not using any Bluetooth devices
- I checked Task Manager and there's nothing strange
- No other apps are running in the background
- Freesync is OFF
- Nahimic Service is OFF
- All the startup apps are OFF
- I tried setting my XMP profile to 1, 2 and manually to 3200MHz
- I tried disabling XMP profile
- I tried using 2 separate PCI-E cables
- I tried switching DisplayPort cables
- I set my PCI-E to 3.0 manually
- UV/UC my GPU
- UV my CPU
- I tried 3 different RX 5700 XT on my PC
- Disabling ULPS
