Stutter every second after Windows 10 2004 Update

After the most recent Windows 10 update, my PC started stuttering every second (I timed it and and it’s exact). This is constant - during games, surfing, etc. Also, there is a buzzing noise that happens at that same second whenever there is any sound - playing a video, etc. I've updated every driver I can other than the BIOS - sound card, video, etc.

I also tried a number of online suggestions - change power options, reinstall video graphics card driver, etc. To no avail.

Any help from anyone would be greatly appreciated.

have you tried rolling back to the previous Restore Point, or even uninstalling that latest update?

Yes, I uninstalled the most recent Windows update (which came after the Win 10 2004 full update), actually twice. The first time it seemed to have fixed the problem; then I shut down after using it. Then a new graphics driver for my card (Nvidia) was sent, I installed that, then reinstalled the windows update. The stutter came back. Then I uninstalled the Windows update a second time, and the stutter never went away.
 
it may have been related to the NVidia update perhaps.
the initial Win update may have also included a NVidia update.
 
I suppose this can be closed. I uninstalled the last windows update and re-booted and now the stuttering happens only about 1 time per hour. I'm leaving the PC on so it doesn't return, since the last time I re-booted the stutter came back.
