So I'm making this post because I'm not entirely sure if this is a fan, because it is way too soft for that.. I've had many fans fail on me and they're not nearly as soft as this.. I will link a video below, it's really quiet and starts at around 5 seconds so be sure to crank it up.. Seriously, it's really quiet but also a bit bassy..

This happens every ~35 seconds and will last ~5 seconds before everything is back to normal.. When this happens, nothing happens to my PC itself.. I had many monitoring apps open at the same time and as soon as that noise starts, everything stays stable.. The noise is A LOT louder and lasts a lot longer if the PC has been off for some time especially during the winter. This has been happening for a few years but it only started to annoy me now as I've moved into a much smaller place and it's very clear late at night when I'm trying to sleep and everything is quiet enough for this sound to be loud enough..

I never hear it during the day because of gaming and noise cancelling headphones but, yeah.. There are a number of reasons why I sleep with my PC on and would just like to know if this is a fan dying or my AiO Liquid Cooler being wonky.. Thanks in advance..

Note: I have replaced all 6 case fans after this noise started due to them slowly dying over time.. I also got a new GPU in that time but I still have the same PSU..
 
I would disconnect one fan at a time to see if that isolates it.
I agree, it sounds too soft to be a fan, but maybe the sheer number of fans, plus the CPU, GPU and PSU (and the 6 case fans) all combined are making the ambient noise.

Also poke a soft bristled brush (temporarily to stop the blades) into the PSU fan, CPU fan, and GPU fan to see if that helps.
 
Sorry been MIA a bit.. It's definitely not any of the other fans because they were also dying a few months ago and I replaced every single one.. This sound was happening before and after the new fans.. The GPU fans can't be the cause because the fans switch off completely when the PC is in idle on the desktop where the sound still happens, with or without the fans spinning.. The sound persist when holding down the PSU fan (which was very difficult to do while the PC was running).. There is no CPU fan because it's an AiO Liquid Cooler..

My biggest suspicion is the CPU pump has bubbles in it.. But I've never heard bubbles as consistent like that.. And I haven't heard that noise before and I've been using this brand of AiO for many years.. I did try the PC case tilting method to get the bubbles out but that did nothing..

What I am going to do though is replace both the PSU and AiO.. Those are the two oldest components in my PC (3yrs+ each) and since this sound has been happening I've been replacing every component in my PC (for other reasons)..
 
Quick test to isolate if it's the water pump or not - with the PC on and the noise happening, pull the power connector off the motherboard header to the water pump.
